rer.sa registration is how an owner asks the Real Estate Registry to record a property for the first time under the Real Estate Registration Law. The request is made on the registry’s platform, rer.sa, and first registration is free under Article 34 of the law. This guide covers the procedure itself. For end dates and fines, see the registration deadline guide.
This is general guidance, not legal advice. Screens and requirements can change, and the registry answers questions on 199002.
Three checks before you open rer.sa
Is the property in an announced area?
The first registration service only accepts property inside an announced area (REGA). The registry lists these on its announced areas page. Where an announcement covers only “part of” a district, your plot’s location decides it, not the district name. If your area has not been announced, rer.sa also lists a separate service for requesting registration of a property outside the announced areas (rer.sa).
Has it already been registered?
The implementing regulation allows properties to be registered without an application when the deed data meets legal requirements and the geospatial data is complete, and the owner is then notified (Article 14 of the implementing regulation, Arabic). The registry says owners in this position receive a message and can view their deed data on its site (Okaz, Arabic). If you have had such a message, check the data on rer.sa before filing anything new.
Is the deed electronic?
The service requires an electronic deed issued by the Ministry of Justice. If yours is on paper, start with Saudi title deed digitization, which also covers the registry’s paper submission.
What to have ready
REGA lists these requirements for the service (REGA):
| Requirement | Who it applies to |
|---|---|
| Valid national ID or residency permit | Individuals |
| Valid commercial registration | Private establishments |
| Electronic deed issued by the Ministry of Justice | Every property |
| Valid power of attorney | Anyone applying for an owner |
| Property inside an announced area | Every request |
Article 10 of the regulation adds what supports a request: documents proving the real rights, such as the deed number, date and issuing authority, and engineering plans or building and demolition permits if there are any.
Before signing in, it helps to gather:
- The deed number and date, with a copy of the deed beside you. Najiz’s “My Properties” (عقاراتي) service shows the property data the Ministry of Justice holds for you (Okaz, Arabic).
- A mobile number you actually use. Text messages to a verified mobile are one of the notification methods in Article 5 of the regulation.
- Plans or permits, if you have them.
- A rough idea of the plot’s location and boundaries, so you can judge whether the map is right.
Signing in with Nafath
REGA’s first step is to “log in using the National Single Sign-On (Nafath)”. Nafath is the app residents use to log in to government platforms and approve login requests made from their account, and setting it up requires your Absher password (Gulf News). Two habits keep it safe:
- Start from rer.sa itself, or the registry’s official app, rather than from a link in a message.
- Keep your Nafath login and approvals to yourself. Registry staff, service offices and apps like Sakudar have no reason to ask for them.
The request on rer.sa, step by step
REGA’s service page lists four steps once the service is open (REGA). In full:
- Open the service. On rer.sa, go to the e-services, choose “First registration” (التسجيل العيني الأول) and start the service.
- Sign in with Nafath. Approve the login in the Nafath app.
- Enter the property data. Take the deed number and date from the deed itself and check every digit.
- Verify the geospatial information. This means the property’s location and boundaries, and it deserves the most time. If the map looks wrong, ask on 199002 before submitting. A gap between deed and ground beyond the regulation’s tolerances stops registration until resolved (Article 13); our digitization guide has the table.
- Review, attach and submit. Review the request, check the data, attach any supporting documents and submit.
After you submit
Article 10 of the regulation describes what follows:
- You are notified of the request number, or of a rejection, with the day, date and time. Keep that notice.
- Survey work may be carried out on the property.
- The real estate registrar checks the conditions and documents, then approves the first registration.
- REGA issues the ownership registration deed based on the register.
There is no fixed processing time: the service page says duration varies by service type and that review may be shorter or longer depending on the case.
Things that can pause a request
- A restriction on the deed. If the property or its deed carries a restriction that prevents disposal, first registration is suspended until it is lifted (Article 10).
- Conflicting deeds. If conflicting ownership deeds come up and the owners do not agree, the registrar suspends the proceedings until the conflict is settled, which may take a final court judgment. A suspension is not a rejection and does not cost the request its priority (Article 12).
- Missing deed data. The registry contacts owners whose deeds lack data to update the deed or provide more information (Okaz, Arabic). A quick reply shortens the wait.
Once the deed is issued
Read it carefully: area, boundaries, shares and any rights. Lists of registered properties are then published on the registry’s platform (Article 17). Under amendments the Council of Ministers approved on 25 November 2025, owners’ personal data is no longer published in those lists, and a registration becomes absolutely conclusive within no more than one year of publication, with the exact period set in each area’s announcement (REGA, Arabic).
A clerical or purely material error can be corrected, and anyone concerned may object to a correction within 30 days of being notified of it (Article 6 of the regulation). rer.sa offers “correction request” and “submit a grievance” services. An objection to the first registration itself goes to the competent court (Article 10 of the law), and the objector can ask the registry to note the lawsuit on the register unless the registration has already become absolutely conclusive (Article 18 of the regulation).
Other channels: the app and service centres
REGA’s service page names the website as the channel and Arabic as the language. Recent announcements also point to the Real Estate Registry app (Okaz, Arabic) and to service centres (Okaz, Arabic), with visits booked on the registry’s appointment page. We did not find a current official list of centre addresses, so confirm the nearest one on 199002 or at infocs@rer.sa before you travel.
Applying through an agent
The regulation lets the owner “or their representative” submit the request (Article 10), and REGA requires a valid power of attorney in that case.
- Check the dates. In 2021 the Ministry of Justice said a power of attorney issued online through Najiz lasts one year from issue, and one issued by a notary or accredited notary public lasts five years (Okaz, Arabic). Confirm the current validity and the scope of yours before the agent starts.
- Owners abroad. The ministry has issued electronic powers of attorney through Saudi missions abroad, for example in the United States from 2020 (Okaz, Arabic). What is available in your country today is a question for the nearest embassy or consulate.
- Your Nafath stays yours. The agent applies from their own account on the strength of the power of attorney. Nobody needs your Nafath login.
- Heirs. An undivided estate needs the heirs’ documents in order first; see inherited property in Saudi Arabia.
How Sakudar helps
Sakudar is an independent subscription app, not a government body. You add your properties once, and when an official announcement covers your district you get an alert by WhatsApp, in the app and by email. Each alert says how sure we are (confirmed, or possible when only part of a district is named), counts down to the official end date in Hijri and Gregorian, and lists the documents for your deed type. The Family & heirs plan adds a shared file with tasks, and both plans track white land fee invoices.
Sakudar never registers on your behalf, never connects to government systems and never asks for your national ID or Nafath login. See features and pricing: Owner is SAR 19 a month or SAR 149 a year, and Family & heirs SAR 39 a month or SAR 399 a year, VAT included.
FAQ
Is rer.sa registration free?
Yes. Article 34 of the law makes first registration free of charge.
How long does it take to get the registration deed?
REGA does not publish a fixed time; it depends on the case. Keep your request number and call 199002 to ask about progress.
Can I register from abroad?
Yes, online, as long as you can use Nafath from where you are. Otherwise, appoint an agent with a valid power of attorney.
I received a message saying my property is registered. Should I still apply?
Check the data on rer.sa first. Properties can be registered without an application, and if yours does not appear or the data is wrong, the correction service or 199002 is the next step.
My district has not been announced. Can I start anyway?
You can wait for the announcement, or use rer.sa’s service for requesting registration of a property outside the announced areas.
If you own several properties, or look after family property from another city or country, the hard part is knowing when each district is announced. You can try Sakudar free for 14 days, no card needed, and keep an eye on other obligations such as the coming vacant property fee. Registration itself always happens on rer.sa.
